When you assign licenses to the users from the O365 portal, you can choose not to assign One Drive for Business. Also make sure that you’re not confusing One Drive for Business with One Drive that is built into windows 10 and is free for other versions of Windows. If the user has sync connections to SharePoint team site libraries, Groove.exe will continue to sync those libraries, and both sync clients should work side-by-side. A file that’s currently opened by an application cannot be synced.
